(1) The Protection Cluster is headed by the UN Office of the High Commissioner for
Refugees (UNHCR). 21 Clusters are intended to provide the following functions, although an
organization’s participation is voluntary.
• Support service delivery
• Inform decision-making
• Develop plans and strategies
• Advocate
• Monitor and report
• Plan and prepare for contingencies
• Build capacity
(2) In addition to the clusters shown above, other areas of responsibility may be identified
including child protection, gender-based violence, housing, land and property rights, mine action,
age, environment, gender, and HIV/AIDS.
