The product of this phase will allow a detailed package to be presented at the authorization gate , which implies approximately 30 % level of project definition , AACE Class 3 Estimate (-15%/+ 25 %) for Greenfield projects and AACE Class 2 Estimate (-10%/+ 15 %) for Brownfield projects . For the latter , such projects shall deliver Class 3 estimate some time into the FEL-3 for approval by the project owner , before proceeding with documents to enable a Class 2 estimate . Detail Engineering and Construction The purpose of the Detail Engineering and Construction phase is to build the plant facilities planned for in previous phases and to mechanically complete the facilities such that a commissioning team can carry out the commissioning safely and controlled , and in turn enabling the delivery of plant facilities with functions and efficiency as planned for .
The Detail Engineering and Construction phase also includes all official environmental permits and planning permissions , which must be completed prior to start of construction . The commissioning is the final verification that the constructed facilities will function and operate safely and in accordance with the performance expectations . Detailed schedules , commissioning manuals and quality assurance plans shall be established to ensure a predictable result .
When the plant is ready for start-up , the handover of the plant shall be done in accordance with predefined plans and be reported on a continuous basis . Final delivery of the plant to the operations organization will only take place after the commissioning and operations teams have concluded a handover agreement .
Further , the Detail Engineering and Construction phase may include preparations for start-up and handover to the operations organization . The project team must verify that the operations organization has established an adequate organization to take delivery of the plant for operation .
