1 ) FEL 1 , Business Planning , a study to select investment projects that support Elkem ’ s strategic plan . 2 ) FEL 2 , Scope Development , a study to prepare a detailed business case and conclude a concept for further definition . 3 ) FEL 3 , Project Planning , focus on basic engineering of the selected concept . 4 ) Detail Engineering and Construction , delivery of the agreed scope of work .

5 ) Operation is not defined as a separate project phase but included to describe the work to be performed by the project team in the closing work process such as ramp up , performance test and handover to operations .

For small or less complex project , two or more phases may be combined into one “ Planning phase ” ahead of the Detail Engineering and

Construction phase . Such application of the project model shall be defined in the execution strategy for the project and approved by the Project Owner .

Between the individual phases , there are decision gates ( DGs ). As mentioned above , these are carefully designed to enable the Project Owner to stop projects that are not considered profitable at a wide scale , especially when the project risks are unacceptable .

Apart from the decision gates , there are also decision points within a phase . For complex or large projects , logic flow diagrams should be made for each phase identifying the decision points for the Project Owner or the Project Board .

The early phases of a project ( FEL-1 Business Planning and FEL-2 Scope Development ) are designed to provide a thorough analysis of the project basis to clarify the business case and the project risks at an early stage . If stopped , the
