City Managers

In the year 1901, A hurricane ripped through Galveston, Texas. This resulted in the death of 6,000 people and millions of dollars in property damage. In order to ensure that thier city would prosper once again, a group of businessmen took on leadership roles. This example served as the beginning of the Galveston Plan or Manager Plan.

The Manager Plan allowed the public to elect a small group of 5-7 people to govern a city. Each indiviual was responsible for a different aspect or section whether that be taxation, appropiations, ordiances, or other general functions.
