The D . W . Perkins Bar Foundation Hosted Florida Supreme Court Chief Justice Peggy Quince
The Daniel Webster Perkins Bar Foundation hosted its Annual Judicial Reception on October 2 , 2008 . This reception honored Florida Supreme Court Chief Justice Peggy Quince and all local judiciary . Chief Justice Peggy Quince is the first African-American female to lead the Florida Supreme Court . She spoke to a room of nearly 200 people including local judges , attorneys , and law students , about court funding and helping the mentally ill . The Chief Justice also encouraged attorneys to volunteer with the Guardian Ad Litem program that assists foster children .

Chief Justice Quince , who attended segregated schools in her native Virginia , is the second African-American and third woman to lead the Florida Supreme Court . She is only the third African-

American of either gender to serve on The Florida Supreme Court . Chief Justice Quince graduated from Howard University in 1970 and earned a law degree from Catholic University of America in 1975 . She worked first in Washington , D . C . as a hearing officer with the Rental Accommodations Office administering the new rent control law and then went into private practice first in Norfolk , Virginia and then in Bradenton , Florida .
In 1980 , she joined the office of Florida ’ s Attorney General , rising to become the Bureau Chief in Tampa and three years exclusively handling death sentence cases on direct appeal and post-conviction proceedings . In 1993 , Gov . Lawton Chiles appointed Chief Justice Quince to Florida ’ s 2nd District Court of Appeals , becoming the first African-American woman to serve on any of Florida ’ s Appellate courts . On December 8 , 1998 , she was jointly appointed to the Florida Supreme Court by outgoing Gov . Lawton Chiles and incoming Gov . Jeb Bush . Chief Justice Quince ’ s husband is also a lawyer and they have two daughters .

The Daniel Webster Perkins Bar Association ’ s mission and purpose continues to be that of a change agent to improve the plight of the African-American community and erase all affects of past and present discrimination . Thus , the Perkins Bar has already had a busy year hosting candidates forums and drives to help restore persons civil rights . The Bar will continue its mission with the following upcoming events : Black Expo on October 25 , Election Attorneys on November 4 , and a Holiday Gala with the Brotherhood of Firefighters , Brotherhood of Police and the Jacksonville Branch of the NAACP on December 13 , 2008 .
