teously design a workable and feasible strategy and plan to do what is needed and necessary to cope effectively with the situation ." Osiefield Anderson , Ph . D . Professor Emeritus , FAMU
" Having known Dr . Barnes over 15 years , I know her to be an effective teacher , a high performing administrator , and citizen of sterling reputation in Leon County Florida and beyond . I first met Dr . Barnes when I enrolled in one of her graduate courses offered by the FAMU
Reginald C. James College of Education . At the time I enrolled in her course , Dr . Barnes
had already earned the reputation as a dedicated , effective , and demanding but fair instructor . Her passion for quality education for minority students is matched , if not exceeded , by her interest in improving the training of teachers of minority students at both the secondary and postsecondary levels . When Dr . Barnes was appointed the newest female dean at FAMU , she was charged by the president and the provost with the responsibility of putting her considerable managerial talents to use as Dean . Having a strong and diverse educational background in academic and professional development and having experiences at both the classroom and administrative levels , Dr . Barnes began her administrative journey by restructuring the College and its programs to focus on the successful academic progression of its students . She measured the academic success of students along two dimensions , retention and academic progression . Dr . Barnes was committed to helping students acquire academic staying power while meeting their personal and financial obligations , enabling them to make the most expeditious progress toward graduation . Dr . Barnes ' leadership of the College produced the highest retention and graduation rates of the last twenty years . In a very tangible effort to improve the qualifications of faculty at Florida A & M University , Dr . Barnes secured $ 3.4 million in funding from ten ( 10 ) research universities and the US Department of Education to assist faculty in earning their doctoral degrees .
" It was during her tenure as Dean of the School of General Studies that I had the prized opportunity to work for Dr . Barnes as her associate dean . That employment setting was for me a working and learning laboratory where I assimilated from Dr . Barnes and her team many of the principles and practices of educational administration which have helped me in my career as a three term school superintendent . More importantly , during her twenty plus years of educational leadership , she developed the reputation as a resourceful , strategic , and creative problem-solver , who held high expectations for personnel in terms of student
