company assigned experts, and with the INAH brigade ruled the damages on the following months of the
earthquake. After budgeting each movable and immovable property a budget was agreed for each temple.
One of the major problems presented was that the rain started to affect the monasteries structure and the
humidity affected the mural paintings. So the damage budget has to be reconciled due to the new deteriorations.
“Considering the urgency of repairing the damages, many private business have compromised with the
local government to attend the crisis, which leads to an implicit agreement for executing of the restoration
projects as soon as the economic resources are released from the FONDEN (Natural Disasters Trust) 5 , the
insurance policy of a commercial bank and the private contributions.” (González, 2018).

The Fondo de Desastres Naturales (Fonden) is a financial vehicle by which the federal government allocates budget for
post-disaster response and reconstruction. Its objective is to improve the budgetary management of adverse natural events and
support the rapid reconstruction of federal and state infrastructure, low-income housing and eligible natural environment assets.
FONDEN is the GoM’s mechanism to face the dual challenge of financing disasters and executing post-disaster resources
efficiently and transparently across all levels of government. (Secretaría de Gobernación, 2016).
