6 {limited freedom} POR: STEPHANIE FEHRMANN - CONSEJO DE SEGURIDAD The Security Council’s primary responsibility is to guarantee the maintenance of international peace and security. It takes the lead in determining the existence of a threat or act of aggression against international peace. The global surveillance disclosure was brought to public life in March 2013, a problem regarding the access to several top secret documents and the tracking of different nations’ communications. The session opened with the deposition of the opening speeches and then the debate of the topic. As for today’s debate regarding the global surveillance disclosure the delegates seemed to be very interested in the topic and also seemed to know the topic well - their ideas and positions were very clear. Delegations such as United Kingdom, United States, China and Chile were especially active during today’s agenda. There were many points of view expressed regarding the topic such as agencies as the NSA or GCHQ violating the human rights to the NSA and GCHQ protecting the citizens from future wars, points of view that were specifically expressed. The debate flowed fluently because of the contributions made by the committee and also by interventions of other committees such as NATO. There weren`t any concrete solutions for the problem since the debate seemed to be getting intense among China, United States and United Kingdom, who weren’t going to change their positions and were defending them strongly. There are still some questions left unanswered such as “Through which methods could the interception of communication by intelligence agencies to other nations and to its own citizens be prevented?” or “What legal implications does the intervention of private information have?” , things that could contribute to the debate. This debate showcases the preparation, dedication and time that the delegates invested in the research of the topic since the debate was very fluid.
