individual

expressing
themselves

favoring
or
disfavoring
in
some

conditions

indirectly
towards
the
object

1937) .
Also,
it
is
a
collection
of
individual
opinions
regardless
of
extent
of
uniformity(Harwood,
1939).
Under
the
ubiquity
of
public
opinions,
a
liberal
democracy
can
be
nurtured
whilst
a
direct
democracy
would
be
stemmed.

direct
democracy
is

social

under

people

“tyranny
of
the
majority”
to

of

the
poverty

system.
For
