he City of Port Arthur operates under the Council-Manager form of government. The Mayor and City Council perform the
legislative and policy functions that are necessary to provide guidelines for orderly government. The professional staff handles the
day-to-day administration.
The top professionals appointed by the City Council are the City Manager, City Secretary, Assistant City Secretary, City Attorney and
Municipal Court Judge. All other appointments are made by the City Manager who serves as the City’s Chief Administrative Officer.
He supervises all department heads and interprets the policies set by the City Council. He is the Councils Chief Advisor and keeps
them posted on policy matters that need their attention.
