On behalf of the Tobago Council of the PNM , I take this opportunity to outline our manifesto for the upcoming Tobago House of Assembly elections on January 23 , 2017 .
I start with a proposition that the best approach to community prosperity and to achieve an enhanced quality of life involves giving to individuals , families , businesses and community groups the freedom , opportunity and encouragement to build and secure their own future .
Our overarching strategy therefore is one that is community driven and productivity focused . Just as one builds a house block by block by block , so too shall Tobago be developed community by community by community . In other words , community development will be the axis around which Tobago ’ s future development will revolve .
In this regard , the fundamental theme that provides both a context for and a driver of our actions is “ Enhancing Delivery : Strengthening Partnerships ”. This approach allows for us to build upon and consolidate the gains and many strides that we have made over the last sixteen years . At the same time , this provides the opportunity for deepening , broadening and initiating relationships with individuals , groups and institutions both here and abroad .
