THE POWER IN PARTNERSHIPS - ENHANCING DELIVERY AND BUILDING THROUGH PARTNERSHIPS

The Tobago PNM proposes to place greater focus on community development as a basis for social and economic growth . We will review and enhance the Policy and Strategic Framework to ensure that Tobago communities develop as sustainable communities . The management of the development of community infrastructure , community organisational processes and the expansion of community activities is central to this .
The policy framework will prescribe the specific activities to be pursued and these will include :
• Establishment of a Community Consultative Planning Unit to facilitate community input in community development activities
• Enhancing the capacity of the cadre of officers qualified and experienced in community development
• The development of an enabling strategic , legal and institutional framework within which community stakeholders can be co-leaders in a dynamic , relevant and harmonised approach to community development throughout Tobago .
• Analysis by the community itself of the structures , agencies , processes and activities available for ensuring each community ’ s success and development
• The engagement of the THA , individuals , families , community representatives , NGOs , FBOs and CBOs to participate in and accelerate the rate at which various communities can attain the status of a sustainable and developed community , as measured against an appropriate Community Development Index
• An increase in the number and range of interventions in Tobago communities inclusive of expanding and increasing training in ICT , literacy and numeracy
• Encouragement and support for a wide range of entrepreneurial activities within the communities
• Improving the rate and amount of financial resources mobilised for community development
• Expansion of the role of the Business Development Unit to focus on the development of community based entrepreneurship .
