CETA lays out its plan for developing skills in the construction sector in a sustainable manner .
In his presentation of the 2020 / 21 to 2024 / 25 Strategic Plan , the Chairman of the CETA Board Mr Thabo Masombuka said that “ The CETA ’ s strategic direction over the period of this Strategic Plan and Annual Performance Plan is aimed at sustainably developing skills developments within the construction sector and making a significant contribution to economic growth .”
To realise this , he said that the CETA will continue to work with the construction industry to turn every construction site into a learning site for all learners in the country pursuing learning programmes in the industry .
Plumbing was identified as one of the scarce skills within the construction sector by data collected from the Higher Education Management Information System ( HEMIS ) and other DHET publications . To this effect , the CETA has listed the trade on its PIVITOL list for the 2024 / 25 Annual Performance Plan ( APP ), together with training interventions that are best suited for the capacitation of unskilled plumbers , as well as the training of new plumbers .
The 2024 / 25 APP is targeted to train and develop 305 plumbers – amongst other programmes – through interventions in the below learning programmes .
• Bursaries : 9 students
• HET placements : 9 students
• Learnerships : 165 learners
• Apprenticeships : 122 learners
Stakeholders and learners are constantly reminded through the CETA initiative of guarding against fraud and corruption that : “ nothing is for sale at the CETA ” – therefore , none of the learning programmes stated above should be paid for .
The Accounting Authority recognises that fraud represents a significant potential risk to the CETA ’ s assets , service delivery efficiency and reputation .
The CETA utilises the services of Advance Call as an anonymous fraud reporting platform to allow stakeholders to report any actual and / or suspected fraud and corruption activities . None of the incident reports received through the hotline for the year under review were fraud-related , but there were a number of cases reported internally through the risk management department that are still under investigation . Other interventions funded by the CETA for the successful implementation of skills development through its stakeholders that recruit suitable beneficiaries to actively participate in order to achieve the desired competence for completion and certification are :
• Candidacy
• Internship
• Learnership
• Recognition of prior learning
• Short Skills Programme
• Technical , Vocational and Education Training ( TVET ) Student Placement
The Construction CETA makes these learners ’ interventions available to stakeholders , students and learners through mandatory and discretionary grant process as well as direct applications for the Thapelo Madibeng Bursary Scheme .
