The execution of a contract typically requires the issue of regular payment certificates and a certificate of practical and of final completion . A certificate is a document issued by an authorised person in accordance with the ( building ) contract stating that work has been completed or an amount of money is due and payable … in law this is referred to as a ‘ liquid document ’ that states , without the need for further evidence , specified performance has taken place and / or an ascertained amount of money is due for payment . Should the employer fail to make payment to the contractor of a certified amount , after notice to remedy the default within , say 5 working days , without receiving payment , may approach the courts for summary judgement to enforce payment forthwith .
