Pinal Airpark Master Plan
Pinal Airpark is a public use general aviation facility that is owned and operated by Pinal
County. It is immediately south of Silverbell Army Heliport. The Pinal Airpark Master Plan
Update was completed in September 2015 to assess the airport’s current and future
potential and to identify specific opportunities for improving facilities at the airport. The
plan includes a vision for the future of the airport and goals to achieve this vision. It also
documents the extent, type, and schedule of development needed to support existing
operations, as well as a vision for future aviation demands.
City of Eloy
General Plan
The City of Eloy General Plan was adopted in January 2011 by resolution number
10‐1224. The City of Eloy General Plan has prepared and adopted a series of major
amendments over the past several years to comprehensively update all eleven (11)
elements of the Plan. The Plan aims to create a forward thinking, culturally diverse, and
sustainable community that creates and preserves parks, open space, trails and open
vistas while providing a variety of employment opportunities, entertainment and
recreational activities, shopping and other commercial or retail services and a variety of
residential opportunities.
Zoning Ordinance
The City of Eloy Zoning Ordinance was updated in 2018 and establishes 18 different
zoning districts and five (5) overlay districts. One such district, the Airport Overlay
District, aims to promote public health and safety in the vicinity of the Eloy Municipal
Airport by minimizing exposure to crash hazards and high noise levels generated by
airport operations. Noted updates also encourage future development that is
compatible with the continued takeoff, landing, and significant skydive operations at the
airport, and also allows for growth of the airport. Provision include no use of land or
water that will create electrical interference with aircraft or airport navigational signals or
radio communication, impair visibility in the vicinity of the airport, create bird strike
hazards, or result in unsafe landing, takeoff, or maneuvering of aircrafts using the airport.
Restricted uses include uses that produce high reflective or glare properties, high
intensity recreation type lights, antennas, landfills, or high‐tension transmission lines.
Building heights within the boundaries of the airport overlay zoning district shall be as set
forth in the Federal Aviation Regulation (FAR) Part 77 airspace plan, per the Eloy Airport
Master Plan and the underlying zoning district, with no exceptions to the building height
limits unless a conditional use permit is granted by the city.
