What is the Pinal County Joint Land Use Study ?

The Pinal County Joint Land Use Study ( JLUS ) is a planning tool that was developed through a collaborative process among :
• Pinal County
• The City of Eloy
• The Town of Florence
• The Town of Marana
• The Town of Queen Creek
• The Arizona State Land Department
• The Bureau of Land Management
• The Arizona Military Affairs Commission
• The Arizona Army National Guard ( AZARNG )
• Other Local and Regional Stakeholders
The intent of the JLUS process is to establish and encourage a synergetic relationship among all area stakeholders to facilitate a team approach to the identification , prevention , and / or reduction of encroachment issues associated with current and future military missions and local community growth . The JLUS included an assessment of compatibility issues around the four AZARNG sites in Pinal County : Rittenhouse Training Site , Florence Military Reservation , Picacho Peak Stagefield , and Silverbell Army Heliport . The JLUS culminated in an Implementation Plan that presents more than 120 recommendations for addressing identified compatibility issues . The following pages provide a brief overview of some of the key recommendations and the AZARNG sites to which they pertain .

Overview of Arizona Army National Guard

The AZARNG has two distinct missions . One mission is serving the federal government when activated in times of war , national emergencies , or as otherwise required . The other mission is to protect the public safety of the citizens of Arizona by providing support to civil authorities during natural disasters , civil unrest , and other emergencies . Both missions require the AZARNG to train year-round to be ready for future missions , either foreign or domestic .
The Arizona Army National Guard and Silverbell Army Heliport account for over 3,350 direct , indirect , and induced jobs in the State of Arizona and have an $ 865 million economic impact throughout the state . As of May 2017 , the AZARNG consists of six major commands and has an assigned end-strength of approximately 5,300 Soldiers who are trained and prepared for response to state and national emergencies .

What is the Project Area ?

The Pinal County JLUS Project Area was designed to capture land surrounding each of the four AZARNG sites in Pinal County where civilian land and air activities may impact current or future military operations or be impacted by them . It encompasses central Pinal County and includes the four AZARNG sites , and the JLUS partner communities of the towns of Queen Creek , Florence , and Marana , and the City of Eloy .
