The issue was particularly a concern in schools where NCOP numbers were quite low and in FECs where students were distributed in small numbers across a wide range of academic levels and subjects . School and College staff highlighted that this made the project difficult to communicate when certain students were given opportunities but others were not . Staff mentioned this made them , and the students , feel uncomfortable as they were being singled out rather than being included as a wider cohort .
The ethical issue also transpired into a practical issue with regards to transport and staff costs associated with attending events . Staff mentioned that where events had to be only NCOP learners , or funding spent only on NCOP learners , practically this was not possible as to ensure attendance a whole class , or year group / subject group , would need to attend in order for appropriate staffing .
“ We can ' t say that we ' re putting on this event and you guys , you can go but hey , you know what you you guys can ' t . So there are certain issues with the funding in terms of you know being able to use the funding for additional NCOP activities .” FEC
