and understood by majority of the members , no one has come up with one single document that integrates all the amendments and show the final instrument for the clear information and guidance of all concerned .
The by-laws should be codified so that people will know whether they are qualified or not qualified to serve the organization . There should be a pocket booklet for each member that contains vital rules on Membership and Qualifications to qualify as Officers . This should be one of the first tasks of the new Executive Director .
7 . BRIDGING THE GAP BETWEEN THE LEADERSHIP AND THE MEMBERS
Hardly a few members have the monopoly of the information , and therefore , the power . The rest are really unknowing or uninformed . It is not only for the members to reach out to the officers . The officers should go out of their way to take time and engage the members .
The publications , the emails and the circulars are not enough . The members are longing to be linked . The Membership Committee should not feel happy with too many new members alone . They have to ensure that the members are engaged , developed and grown to become leaders .
8 . OVERHAUL OF PMAP COMMITTEES AND THEIR FUNCTIONS
Times have changed but the structures are vintage 70 ' s . It is time to question the SOPs and the " modus vivendi ". We have to continually reinvent ourselves to respond more effectively to the demands for services . The charters of every committee should be challenged on the basis of their continuing relevance and sustained responsiveness . There should be no sacred cows or sacrosanct structures . All committees must be customer-driven , or disband .
9 . IMPROVING THE QUALITY OF THE GMMs
People are tired of too long meetings and speakers whom not so many listen to . It is high time to review the choice of topics , speakers , venues , even the quality of food and services . Why keep on holding meetings in hotels with not-so-friendly waiters and too crowded and disorganized arrangements . Maybe we can stop too many businesses in the lobby that disturb the proceedings and distract people from the true purposes of the GMMs .
10 . IMPROVING THE QUALITY OF THE ANNUAL CONFERENCES
Why is there a bias for foreign speakers who are alien to the unique culture of the Filipinos and pay them outrageous fees , when right where we are ? We have many competent management gurus and inspirational speakers who are the envy of our Asian counterparts ?

Let us invite COO ' s and CEO ' s of successful organizations like the BPI , Meralco , Nestle , San Miguel Corporation . Let us put in one forum all the winners of the EOY and PMY and have a really excellent exchange of ideas . Refrain from inviting speakers who do not know the meaning of audience rapport . Do we invite speakers because of position or competence ?
11 . RE-INSTATING EXCELLENCE IN OUR TRAINING SERVICES
We need to ask ourselves why hundreds , who used to be CHRM customers , are now trooping to some expensive training groups , instead of patronizing our own Training Centre . Look into and evaluate our venue , training services , quality of food , speakers , topics , and marketing strategies . We are losing a big chunk of market shares . Even our speakers are leaving us . It is good to appraise if we are still competitive in a game that we invented and started .
12 . REVIEWING THE QUALIFICATION STANDARDS FOR PMAP OFFICIALDOM
It is sad to note that some PMAP members are disqualified from running for office simply because they could not attend GMMs ; but the rules accept with open hands , very junior practitioners , who are not even HR Managers or practitioners at all .
Surely , there should be some rhyme and reason that may be put into the way we decide and do things . Moreover , there may be a more important qualification than attending social meetings , like proven competence and career track record .
13 . TRANSFER OF PMAP HEADQUARTER TO THE GLOBAL CITY
If others ask “ why ”, I dare to ask , “ why not ”? If our certifying arm can locate itself in the Global City , why not our mother association ; if we want to create a real impact in the business community and in the life of the nation , then we should locate ourselves right where the action is . We should rent out our property in that largely residential hill , and be in the centre of great and exciting things , that shape the economy and the future of the country . Why isolate ourselves and be removed from the address that really counts . It is not just a question of cost . It is a question of how daring or how traditional we are . Our address shall ultimately define who we are , and shall determine what shall become of PMAP .
If it is not the PMAP Leadership , who will ? If not now , when ? I leave you then with the words of President John F Kennedy : " Change is the law of life . Those who look only to the past or to the present are most likely to miss the future ." Let us also remember the immortal gems of thoughts from Mahatma Gandhi : " You must be the change you want to see in the world ".
I have my greatest trust and confidence in the excellence of the 2013 Team , led by President Grace Sorongon . I expect monumental changes to happen . Cheers ! �
