NASA in 2006 ; signed a ' Commercial Orbital Transport ' ( COTS ) contract with the company to design and implement a launch / transport system capable of supplying payloads to the International Space Station ( ISS ). As of June 2015 , SpaceX has performed 5 flights to the ISS under a payload supply agreement . NASA ; SpaceX is also contracted to develop and demonstrate successful use of the manned Dragon vehicle as part of NASA ' s ' Commercial Crew Development ' ( CCDev ) program . SpaceX plans to make the first crewed Dragon / Falcon 9 flight in 2016 . By then , the company hopes to have included a human-use launch-on-escape system on the spacecraft , which has been certified to meet all requirements . In addition to NASA contracts ; SpaceX has contracted private sector companies , non-US government agencies , and the US military for its launch services . As of February 2015 , SpaceX has launched 15 Falcon 9 rockets ; It has launched 14 successful and one partial failure , and has at least 30 future launches planned for its customers .
