• yLegal cost estimates were provided by the Town. This adjusted estimate was used in the master plan opinion of probable cost.
• yIt is assumed that the Town will enter into a right of way agreement with applicable utility owners for the installation of new underground cabling and equipment within the Town and / or State road right of way.
• yThe opinion of cost for the program assumes that the Town will construct various drainage, roadway and sanitary infrastructure elements concurrently with this program to realize shared costs related to roadway restoration. Where these infrastructure elements were able to be predicted and recommended for inclusion into the undergrounding program, savings related to shared paving costs have been accounted for in the pavement management program.
• yThis opinion of cost assumes that other utilities such as the City of West Palm Beach( watermain) and Florida Public Utilities( gas) will also want to construct infrastructure improvements concurrently with the undergrounding program. Where these infrastructure elements were able to be predicted and recommended for inclusion into the undergrounding program, savings

related to shared paving costs have been accounted for in the pavement management program.
• yConduit has been assumed to be provided by the Town for all feeder, primary, and mainline installations in the rightof-way and on easements. Conduit for FPL service to the meter is included. It is further assumed that approximately 10 % of the service drops can be intercepted at an existing front street handhole thus eliminating the need to install conduit to the meter. Direct bury cable for cable and telephone was assumed for all cable and telephone services on private property. Additional and / or spare conduits for future infrastructure needs or improvements have not been included in this opinion of cost.
• yThe opinion of cost includes landscape screening of new equipment along one side to screen it from the public right of way.
y • Roadways disturbed by the undergrounding will require trench repair and milling and resurfacing of the disturbed pavement in accordance with the Town’ s Code of Ordinances. Roadway repairs are required to be milled and resurfaced a minimum of 50 feet in either direction in accordance with both Town and FDOT code requirements. This milling and resurfacing will be funded by the Town’ s Pavement Management program.

• yThis program offers the opportunity for the Town to take advantage of volume pricing related to the milling and resurfacing costs associated with large-scale paving programs. Thus, the following has been assumed for the purposes of this opinion of cost:
Postponement of milling and resurfacing until multiple phases of undergrounding have been completed. After undergrounding and other proposed infrastructure projects( gas projects, water main construction, drainage and sewer work, etc.) in given phases are complete, the milling and resurfacing work can be subsequently bid and awarded by the Town( i. e. two or three phase areas per bidding cycle). Trenches and bore pits would be repaired to grade after conduit installation with final milling and resurfacing to occur later under a separate contract administered by the Town.
Milling and resurfacing work could occur at night to minimize traffic impacts to residents and increase paving efficiency.
• yOver the life of the project, considerable effort is expected to be required from Town staff including the Town Manager’ s office and the Department of Public Works. It is anticipated that the Town will hire a project coordinator to assist the Town with the management and coordination

of the project as well as act as a resident liaison. Costs associated with the project coordinator, Town staff time, and use of Town facilities and resources have not been included in this opinion of cost.
• yRevenue generated or costs related to potential Town-owned broadband infrastructure improvements are not considered in this opinion of cost. While these improvements may be constructed concurrently with the undergrounding program, any costs related to this effort are not included in the undergrounding program.
