for area quantity takeoffs. Based on this GIS and AutoCAD data, the following quantities were developed for each phase:
• yLength of existing overhead utilities to be converted underground.
• yLength of roadway anticipated to be impacted by conduit installation.
• yEstimated conduit joint trench length.
• yArea of roadway anticipated to be impacted by conduit installation.
• yArea of roadway anticipated to be impacted by non-undergrounding project-related infrastructure installation – i. e. gas, water main, drainage, paving, etc.
• yLength of total impacted roadways per phase.
• yNumber of parcels per phase.
12.5 Credits
The following credits have been considered in the opinion of cost.
• yFlorida Power and Light Government Adjustment Factor( GAF) Waiver Credit: It is expected the Town will enter an Underground Facilities Conversion Agreement with FPL for the conversion of Town-wide overhead facilities. In accordance with the FPL Tariff,
this program qualifies for a GAF waiver of 25 %. The GAF waiver credit amount has been estimated at 25 % of the total estimated FPL CIAC( contribution-in-aid-ofconstruction) cost to install the underground system, in accordance budget cost estimates provided by FPL and the FPL Tariff.
y • Pavement Milling and Resurfacing Cost Sharing: As outlined in other sections of this Master Plan, additional infrastructure projects are proposed throughout the Town over the expected duration of the undergrounding program including drainage, sewer, gas, water main and pavement rehabilitation projects. These infrastructure projects will require milling and resurfacing of their work area in accordance with the Town Code of Ordinances. For areas where these projects and the undergrounding conversion project will be in the same location, it has been assumed that the cost of the required milling and resurfacing will be shared between the various utility owners performing infrastructure improvements( i. e., Town, City of West Palm Beach, Florida Public Utilities, etc.). Details regarding the assumptions that were made for each utility owner with significant infrastructure projects within the Town are noted below:
