Notification, Coordination, and Approval of Closures
y y Contractors must notify the Town Engineer and FDOT
(as applicable) at least six weeks in advance of any
proposed closures.
y y Contractor is advised that lane closures of any north-south
thoroughfare will require Town Council Approval.
y y A Town of Palm Beach Communication representative
and a FDOT Communication representative (as
applicable) shall coordinate all closure activity.
y y Any work requiring a closure will need to have an
approved traffic control plan and corresponding MOT
permit from the Town of Palm Beach Public Works
Department and FDOT (as applicable).
y y All approved closures must be communicated to the Town
on a weekly basis by the contractor during the week prior
to the closure so the Town can include the closure in their
weekly Traffic Report to the community.
y y Final notification of weekend activities must be submitted
by 5:00 p.m. Tuesday to the Town’s Communications
(and FDOT Communications and the FDOT Traffic
Operation Center (TOC) as required).
y y The Town will produce a weekly media alert for all
weekend traffic impacts as well as traffic impacts for the

upcoming week. A phone number should be published in
these media alerts that allows impacted motorists to call
and report observed issues with the MOT operations.
y y Material hauls on local streets will be subject to the Town of
Palm Beach, FDOT, City of West Palm Beach, and City of
Lake Worth requirements and local ordinances.
y y The Town’s Public Works Department will coordinate
closures among projects through the MOT permitting
process and keep the community apprised of upcoming
closure activities through media releases. y y After approval of traffic control plans and associated
closures and detours, communications shall be made to
provide stakeholders a two-week advance notification of
impending approved closures.
y y Field personnel need to notify the Town Engineer, Design
Engineer, FDOT Communications and FDOT TOC
(as applicable) of any cancellations or changes in closure
schedules. y y Contractor shall place advance closure notice information
signs per Town of Palm Beach, City of Lake Worth, and
FDOT requirements (as applicable) and advise affected
businesses and residents at least two weeks in advance of
impending approved closures.
y y All roadway closures, material haul routes and detours
shall be jointly approved by the Town of Palm Beach
and the FDOT (as applicable), prior to implementation.
Roadway closures, material haul routes, and detours
through the City of West Palm Beach and the City of Lake
Worth shall have appropriate agency approvals.
y y Contractor shall submit the details of the contemplated
activities and related traffic effects to the Engineer,
City of West Palm Beach, and City of Lake Worth as
needed to receive approval at least 21 days in advance
of the contemplated activities that ma y impact those
jurisdictions.
y y In all cases where there are roadway impacts, the contractor
shall assure that access is maintained or otherwise provided
to and from abutting properties. After approval, contractor
shall advise residents and businesses of any impending
access restrictions. Full closure of roads in a manner that
prevents access to residences and businesses will not be
permitted.
y y Temporary traffic control devices shall not be set up in
advance of a closure unless approved by the Town and
FDOT (as applicable). Upon completion of the closure,
traffic control devices shall be entirely removed from the
roadways and shoulders by the end of the work day. The
devices may not be left or stockpiled on shoulders or in
clear zone areas.
y y The contractor shall provide schedules of daily activities and
corresponding traffic control plans. This information shall
be provided in advance and during construction progress
meetings. The information provided shall specify the limits
of the work activities and related traffic control plan by
location, direction and time. The construction schedule
and associated traffic control plans shall be developed in a
format suitable for release to other agencies and the public,
and shall be updated as necessary.
Holidays
y y Temporary lane closures are not allowed on holidays or
weekends that adjoin a holiday.
y y Contractors will remove all traffic control for temporary
lane closures prior to holidays or weekends that adjoin a
holiday.
y y In most calendar years there will be 10 weekends in which
closure activity is not allowed due to the holiday schedule.
y y Lane closures that require an extended duration and are
implemented with appropriate barriers, traffic control
devices, and signage shall be allowed to remain in place
during a holiday or holiday weekend.
