SOSTENIBILITÀ · Sustainability It is possible to identify two approaches to the size of the intervention, one closer to industrial market reasons which, over recent years, has seen the building industry affected by a real revolution connected with product innovations and the other closer to the sensitivity of the property market, which is experiencing a very severe crisis in terms of both turnover and profitability. The two different orientations come together 34 paesaggio urbano 2.2013 to determine the operative direction of those involved who can and, in some cases, must intervene on existing buildings. The regional law for the reconstruction of the areas affected by the earthquake of 20 and 29 May 2012 envisages, from this point of view, general improvement objectives for energy performance at least in the administrations that decide to make use of the urban tool that the law intends to govern: the “Reconstruction plan”. Within each plan, alongside the urban incentives and the reward measures that aim to promote the rapid and complete implementation of the repairs, restoration with seismic improvement and reconstruction, there must, in fact, be room for important measures that aim to achieve higher levels of energy efficiency. It would therefore be desirable that, as part of the “Reconstruction plans” for the historic centres affected by the earthquake (Mirandola, Finale Emilia, Concordia sulla Secchia, etc.), effective operative tools should be provided in order to determine the directions to follow also concerning energy improvement interventions. On the one hand, it will be necessary to identify the scale of the intervention, in other words, the size interval within which to identify the UMI (Minimum Intervention Units) so that it is possible to achieve the best results in performance terms. The same size interval will constitute the unit of evaluation of the improvement level attainable and, in final analysis, validation of the project. On the other hand, through studying sufficiently approximate intervention scenarios, it will be necessary to provide guidelines for the intervention that aim to reach significant performance goals but without ever compromising in any way the cultural and testimonial value of the historic buildings.
