SUBJ: 2019 AUXILIARIST OF THE YEAR

1. I am pleased to announce the selection of Auxiliarist Michael A. Barth of First District-Southern Region (D1-SR), Flotilla 5-11 in Upper Manhattan, New York as the 2019 Auxiliarist of the Year.

2. Mr. Barth enrolled in the Auxiliary in March 2017 and immediately became an active participant who has consistently demonstrated extraordinary enthusiasm and devotion to duty. In 2019, he was appointed as the Region’s Assistant District Staff Officer for Public Affairs. In this capacity, he cultivated extraordinary relationships with several agencies in metro-New York, including the National Park Service, Alexander Hamilton Awareness Society, and Sea Scouts. He coordinated many public outreach events attended by thousands of people that highlighted Coast Guard diversity and history. He led a contingent of 19 Auxiliarists in support of USCGC KATHERINE WALKER and USCGC LAWRENCE LAWSON by providing ship tours to more than 2,000 visitors during Fleet Week and enabling the ships’ crews to enjoy well-deserved liberty ashore. As a quarterdeck watchstander aboard USCGC EAGLE during its visit to New York City, he helped welcome and escort several VIPs, including former Secretary of Homeland Security Jeh Johnson and former U.S. Coast Guard Commandant Admiral Robert Papp, Jr., during its evening reception. He also became the D1-SR Award Coordinator, providing the District Director of Auxiliary and entire regional membership with superb and expedited award writing and processing assistance. His innovative procedural enhancements and untiring commitment were instrumental to accelerating award completions, presentations, and associated record entries.

3. Devoted to professional development and Coast Guard service, he also logged over 2,000 hours of activity, served as his flotilla’s Vice Commander and Marine Safety Staff Officer, maintained his qualifications as a Vessel Examiner and a Recreational Boating Safety Program Visitor, and qualified in three additional competencies including Auxiliary Public Affairs Specialist (Level 3).

4. Mr. Barth’s exceptional goodwill and commitment to excellence are hallmarks of the Coast Guard Auxiliary. Please join me in applauding his exemplary performance and spirit of service.

5. Auxiliarist Robert E. Kumpf, Jr. of Ninth District-Western Region, Flotilla 31-7 in Grand Valley, Michigan is recognized with honorable mention and congratulated for his outstanding performance and achievement.
