Case in point, we observed a broken standpipe in the vicinity of the storm drain we monitor on New Canaan Ave. The damage was causing brown foul smelling water to occasionally flow into the Norwalk River. After we reported the damage, the standpipe was repaired.

The first would be if adjacent sewage pipes are damaged and leaking their contents into the network of storm drains, which should only contain fresh water. The second cause of sewage being present is if an illegal hookup is made between a sewage pipe and the storm drain network. A construction company could accidentally, or intentionally, connect new sewer pipes to existing storm drains causing sewage to flow into the river.
