The picture painted by the data is not that of an isolated tourist destination, but of a territory through which people pass. Gibraltar receives cruise passengers, air passengers and organised tours, but the decisive volume lies at the border with La Línea. In 2025, there were 9.26 million land entries compared with 216,826 air arrivals and 355,468 cruise passengers. The border far exceeds any other point of entry.
That land-based volume blends tourism, work and everyday life. That is why the most accurate representation should not simply present a single figure for‘ tourists’, but rather show the overlap between different systems: visitors, workers, private vehicles, coaches and cruise ships. The interesting tension lies precisely there, in the difference between an economy that presents itself as a destination and a daily infrastructure that functions as a membrane for work, tourism and urban life.
