ENERGY SAVINGS OPPORTUNITY SCHEME
The Energy Savings Opportunity Scheme ( ESOS ), established under the Environmental Protection ( Energy End-Use Efficiency ) Act 2009 , has been updated with the 2024 Amendment Regulations , introducing Phase III of the scheme . This initiative targets carbon reduction and energy savings by mandating that large businesses in Gibraltar evaluate their energy usage and identify measures for improvement .
ESOS applies to large undertakings meeting either of these criteria : employing 250 + people or having an annual turnover over £ 44 million and a balance sheet exceeding £ 38 million . Qualifying businesses must conduct energy assessments every four years . These audits cover energy usage in buildings , industrial processes , and transport , highlighting cost-effective energy-saving opportunities . An ESOS Lead Energy Assessor accredited by the Government of Gibraltar must perform and certify the audit .
The Department of the Environment and Climate Change oversees ESOS and provides comprehensive information and guidance on its webpage . Businesses that qualify must register via email with relevant details , including their Lead Assessor ’ s name . Under the new regulations , businesses must submit a compliance notification , ESOS report , and action plan by 5th June 2025 .
