The City Fire Brigade , Dockyard Fire Service , and the Royal Air Force Fire Department , tackled the blaze assisted by men from the Worcestershire and Gibraltar regiments . At the same time , a major re-call order of all off-duty fire personnel was announced by the authorities . Annual and rotor leave was cancelled and the local firefighting community , including many Fire Service retirees turned in .
A large convoy of water tankers from the City Council , the Ministry of Public Building and Works ( MPBW ), and Royal Navy also deployed . Numerous volunteers , including many youngsters made themselves available early on , to lend a helping hand . The young volunteers helped carry pressure hoses from a pumping station near Sacred Heart Church , in a frantic attempt to get water to the area of the lower slopes . People watched the conflagration from vehicles parked along Queensway , to Main Street and the Castle Road area . A sombre sense of collective stupefaction prevailed . The public were highly preoccupied with the chaotic scenes they were witnessing . From town , the blaze appeared out of control , and rumours ran wild that the entire Upper Rock would succumb to the ferocious flames . By nightfall , the scene of the fire was teeming with fire engines , water trucks and lorries . Low water pressure , and an almost complete lack of visibility , made operations increasingly difficult , as firefighters and volunteers worked into the hours of darkness . Approaching midnight , the town area continued to gather onlookers in large numbers . From below everything appeared dark — an encouraging indicator .
