heavy-duty vehicles will be zero-emission.- Rail freight traffic will double.- A fully operational, multimodal Trans-European Transport Network( TEN-T) for sustainable and smart transport with high speed connectivity.
At the local level, the Urban Model from which our proposals are based is inseparable from the mobility generated by conventional vehicles, and it is therefore relevant to organize public space as a support for a sustainable mobility system aligned with the 2030 action horizon, in which the pedestrian plays a leading role in the relationship between the city and the citizen, as well as the use of alternative and more energy efficient modes such as bicycles.
In this sense, development planning refers to the need to incorporate planning instruments that in the reconfiguration of the public space of new urban developments include mobility needs from sustainable mobility criteria, which makes clear the need to integrate them into the existing Urban Model.
To this end, we articulate the Active Mobility Plans in the cities, whose main objective is to define and complement the Network of Pedestrian and Bicycle Routes, to subsequently develop them and materialize them in infrastructure projects and urban equipment in order to facilitate their municipal management.
Based on the concept of mobility established in the Spanish Sustainable Mobility Strategy:“ Mobility is the set of processes and actions aimed at moving people and goods in the territory to access activities and services”. From the point of view of sustainability, the Draft Bill of the Andalusian Sustainable Mobility Law defines“ Sustainable mobility is understood as the set of processes and actions aimed at ensuring that the movement of people and goods that facilitate access to goods, services and relations are carried out with the least possible environmental impact, contributing to the fight against climate change, energy saving and efficiency, and the reduction of noise and air pollution”. And together with these definitions, we can also include the one that refers to physical activity, adopting the vision of the Metropolitan Area of the Aburrá Valley in Colombia:“ We understand Active Mobility as that capacity we have to move around using the body, ei-

En el ámbito local, el Modelo Urbano del que se parte en nuestras propuestas se presenta indisociable de la movilidad generada por los vehículos convencionales, y resulta pertinente pues, la organización del espacio público como soporte de un sistema de movilidad sostenible alineado con el horizonte de acción 2030, en el que se recupere el protagonismo del peatón en la relación de la ciudad con el ciudadano, así como del uso de modos alternativos y energéticamente más eficientes como la bicicleta.
En este sentido, el planeamiento de desarrollo hace referencia a la necesidad de incorporar instrumentos de planificación que en la reconfiguración del espacio público de los nuevos desarrollos urbanos recojan las necesidades de movilidad desde criterios de movilidad sostenible, lo que hace patente la necesidad de integrarlos en el Modelo Urbano existente.
Para ello articulamos los Planes de Movilidad Activa en las ciudades, cuyo objetivo principal es el de definir y complementar, la Red de Itinerarios Peatonales y en Bicicleta, para posteriormente desarrollarlas y materializarlas en proyectos de infraestructuras y equipamientos urbanos al efecto de facilitar la gestión municipal de las mismas.
