phenomena of migrations is the basis for declaring the territory a Special Protected Area for Birds in 2003 ( ZEPA ), in accordance with Directive 79 / 409 . Similarly , in 2012 , the Natural Park of the Strait was declared a Special Conservation Zone ( ZEC ) of the European Ecological Network Natura 2000 . At an international level , it is integrated with the other natural spaces in the provinces of Cádiz , Malaga and Northern Morocco , and belongs to the Andalusia ( Spain ) - Morocco Intercontinental Biosphere Reserve of the Mediterranean , which was declared by UNESCO on October 25 , 2006 .
The Natural Park of the Strait has an approximate area of 19,000 ha , both marine and terrestrial , and is zoned in accordance with the Plan for the Management of Natural Resources ( Decree 308 / 2002 , of December 23 ) into common regulation zones ( zone C ), special regulation ( zone B ) and reserve zones ( zone A ) and restricted use in terms of land and marine spaces ( zone B ) and reserve zones ( zone A ) in the marine environment .
The regulation of uses and activities inside the Park is determined according to the Master Plan for Use and Management ( Decree 262 / 2007 , of October 16 ). Activities such as fishing , shell fishing , agricultural activities , forestry , public use and active tourism require previous communication and request to the Natural Parks Office , as well as the creation , improvement and maintenance of infrastructures or constructions , conservation , rehabilitation and reform of buildings . Depending on where the activities take place ( zone A , B or C ), the level of conditions and restrictions for its development will vary , contingent on the natural values and the cultural heritage of the zone . In this way , socioeconomic development is guaranteed , by safeguarding the vast cultural heritage that supports the area .
Management of a Natural Park must take into account the people who live and coexist within the Natural Area , developing their daily work and activities in harmony and balance with the surrounding ecosystems . The citizen who lives within the Park must be a participant in the sustainable development of their environment , their place of work , leisure and recreation , thus strengthening its conservation in order to make it profitable in the long term . Tanto es así , que este territorio conocido como Parque Natural del Estrecho alberga tres espacios naturales protegidos : el propio Parque Natural del Estrecho , declarado mediante el Decreto 57 / 2003 , de 4 de marzo ; el Paraje Natural Playa de los Lances , declarado por la Ley 2 / 1989 , de 18 de julio ; y el Monumento Natural Duna de Bolonia , declarado por el Decreto 226 / 2001 , de 2 de octubre . La riqueza de especies de aves que conforman el fenómeno anual de las migraciones fundamenta la declaración de Zona de Especial Protección para las Aves ( ZEPA ) en el año 2003 conforme la Directiva 79 / 409 . De igual modo , en el año 2012 , el Parque Natural del Estrecho fue declarado Zona de Especial Conservación ( ZEC ) perteneciente a la Red Ecológica Europea Natura 2000 . A nivel internacional integra , junto a otros espacios naturales de la provincia de Cádiz , Málaga y norte de Marruecos , la Reserva de la Biosfera Intercontinental del Mediterráneo Andalucía ( España ) -Marruecos , declarada por la UNESCO el 25 de octubre de 2006 . El Parque Natural del Estrecho tiene una superficie aproximada de 19.000 ha , de ámbito marítimo-terrestre y , queda zonificado conforme al Plan de Ordenación de los Recursos Naturales ( Decreto 308 / 2002 , de 23 de diciembre ) en zonas de regulación común ( zona C ), regulación especial ( zona B ) y zonas de reserva ( zona A ) en cuanto al ámbito terrestre y , espacios marinos de uso restringido ( zona B ) y zona de reserva ( zona A ) en el ámbito marino .
La regulación de usos y actividades en el interior del Parque viene condicionada conforme al Plan Rector de Uso y Gestión ( Decreto 262 / 2007 , de 16 de octubre ), de modo que , las actividades como la pesca , el marisqueo , las actividades agrarias y forestales , el uso público y el turismo activo requieren ser comunicadas o solicitadas previamente a la Oficina del Parque Natural , así como la creación , mejora y mantenimiento de infraestructuras o construcción , conservación , rehabilitación y reforma de edificaciones . En función de dónde tenga lugar la actuación ( zona A , B o C ), los condicionantes para el desarrollo de la misma serán más o menos restrictivos , en función de los valores naturales y el patrimonio cultural que alberga la zona . De este modo , se garantiza el desarrollo socioeconómico salvaguardando el enorme patrimonio que lo sustenta .
