PLANS TO INCREASE CYCLING AND CLEAN TRANSPORT OUTLINED IN GIBRALTAR ’ S CLIMATE CHANGE STRATEGY
Last November , the government released its new National mitigation & adaptation plan which outlines its goals to achieve carbon neutrality by 2030 and reduce overall emissions by 50 % by 2035 .
To achieve these goals , new measures will include changes to improve Gibraltar ’ s transport sector and to incentivise and encourage cleaner forms of getting around .
20 % of Gibraltar ’ s emissions come from road transportation , making it the biggest contributor of transport-based emissions . When including aviation , transportation accounts for over 36 % of total emissions .
The plans to tackle transport include a park and ride scheme and increased incentives for the purchase of electric vehicles , including Ebikes . Cash back incentives are already available when purchasing electric vehicles , but new measures will include preferential parking zones in the city centre and tax credits to promote and fund the installation of fast electric charging points around the city .
Promoting cycling will also be addressed with educational and safety programmes , and awareness campaigns to promote the health and environmental benefits of cycling . Planning for segregated cycling lanes is already underway and will include areas such as the new airport tunnel . A Ride-to-Work scheme , which will include tax incentives and leasing options , will also be used to help businesses to encourage staff to cycle to and from work .
There will also be incentives put in place to increase the purchase and use of cargo bikes for local deliveries . Overall , the aim is to achieve cycling investment of £ 10 per capita to improve infrastructure , implement schemes and promote cycling .
These initiatives will be introduced alongside measures to encourage people to walk more and use public transport , such as increased pedestrian areas .
Measures will also be introduced to discourage petrol and diesel vehicle use . These include banning the importation of fuel run mopeds from 2022 and used passenger and light commercial vehicles over 5 years old by 2023 . Assisting the Gibraltar taxi association to swap to electric vehicles by 2030 and banning the importation and sale of all new petrol and diesel cars by 2026 . No idling zones and e-scooter schemes are also planned . A carbon tax and higher import duty on polluting vehicles also aims to discourage car use .
The climate change strategy document says , “ Moving towards a more sustainable travel model in Gibraltar will not only affect our total carbon emissions but will also have knock-on improvements to air quality and overall public health .” You can view the full strategy document here .
