The 8¢ is the scarcest of the blue paper issues. It was not
regularly issued and only became available to the philatelic
community after the postal authorities traded approximately
80 examples from their inventory for other stamps that were
needed for their archives. It is missing from even the most
advanced collections. Very fresh, wide top selvage, full original
gum, very lightly hinged, fine. (2013 PF Cert #512365) Cat
