CIICS: BRINGING NATIONS TOGETHER AGAINST
CYBER-THREATS
The Cyber Information and Incident
Coordination System (CIICS), developed
by the NATO Communications and
Information Agency (NCI Agency), is
a multinational initiative to deliver a
cyber information sharing and incident
coordination platform.
C
IICS is currently integrated in Canada, the
Netherlands, and Romania, with prospects for
deployment in other NATO nations and partner
nations this year.
Sarah Brown is a senior scientist at NATO’s NCI Agency. As
the technical lead for CIICS, she is responsible for coordinating
with the nations that are sponsoring the project and driving
the CIICS roadmap. Brown is overseeing the technical
functionality, the governance, and the use of the system within
NATO and nations.
How is NATO responding to the evolution of cyber
defense concepts?
NATO is always refreshing and evolving its technologies,
regularly reviewing what the requirements are, and seeking
different technologies to meet those requirements. We are
consistently working on different solutions to meet the needs
of our static and deployed infrastructure.
Why is international coordination on cyber incidents
important?
It is important. For example, if there is a joint mission
between two or more nations, and one nation detects an
incident that is relevant to the work of other partners, then it
is very important to share that information.

NATO is supporting nations to keep interconnected in a
secure environment. We observed the need for this type of
cyber information exchange during our annual Cyber Coalition
Exercise. Our efforts are on keeping our nations safe. We also
