Hugh has over 25
years loss adjusting
experience having
worked in the
London Reinsurance
market, Thailand,
Oman and the United Arab Emirates.
He is a Chartered Insurer and
Fellow of the Chartered Institute of
Loss Adjusters. Hugh now has
Global responsibility for Non Marine
at Matthews Daniel.
Hugh is an experienced machinery
breakdown, property and business
interruption adjuster in the power
and energy sectors. He has dealt
with property and liability claims
worldwide including many power,
refining and petrochemical losses in
Greece, Turkey, Russia, North Africa
and the Middle East. Additionally,
he has handled many claims on
construction and operational
projects principally in the power,
oil, gas and energy sectors.
Hugh works in many countries in
the Middle East and North Africa in
addition to Russia, Turkey, Greece,
Malta and Cyprus as well as the
Caspian including Turkmenistan,
Azerbaijan and Kazakhstan. He
also has current experience of
working with the State Electricity
and National Oil companies of
Mexico, Algeria, Nigeria and several
IWPP’s throughout the Middle East
and Turkey. He led the adjustment
team on the Vasilikos Power Station
explosion in Cyprus which occurred
in July 2011. This large claim was
agreed and subrogated in 14 months.
He also led the adjusting team on the
June 2015 Rosneft Achinsk refinery
loss in Central Siberia which was
closed in 17 months and a large
petrochemical loss at Lukoil in 2015
which was settled in 14 months. David Leich has
been working in
the power industry
for over 30 years
following
graduating from
Birmingham University. He is
British and a Fellow of the Institute
of Mechanical Engineers.
David’s career includes; nuclear
power plant operations and
engineering, energy trading, gas
turbine maintenance, coal import
terminal construction, coal logistics
and trading, coal plant; operations,
maintenance and engineering and
management, M&A, CCGT power
plant construction and management.
David has worked in the UK,
Kazakhstan, Thailand and
Dubai. He has worked for CEGB,
National Power, International
Power, GDF Suez and now Engie.
David moved to Dubai in January
2015, to take up the role of Head
of Construction for SAMEA (South
Asia, Middle East and Africa).
From January 2016, David was
appointed to be Chief Technical
Officer for MESCAT (Middle East,
South + Central Asia and Turkey).
This includes responsibility
for engineering, construction,
operations, procurement and HSE.

Hala Abinader
Long has more
than 15 years of
commercial
underwriting
experience, mainly
in the Energy and Construction
sector. She started her insurance
career in the World Source Property
& Energy Risk Management Division
of AIG Group in New York. She
joined Liberty International
Underwriters in New York as Senior
Underwriter Construction & Energy
in 2001 and later held various senior
underwriting and management
positions at Liberty Mutual and
Zurich in London. In 2014 she joined
XL Catlin and is now based in
Dubai. Hala is responsible for all
Energy insurance activities in the
EMEA region. She is a graduate of
Temple University, Fox School of
Business & Management and holds a
BA degree in Risk Management
& Insurance.
