LOC
A. The Licensed Officials Committee or approved designee
will act upon every completed application for enrollment,
renewal, promotion and classification of judges. One
(1) more than 50% of the Licensed Official Committee
constitutes a quorum. The Committee will issue a judge’s
card to each approved applicant. (Amended 02-08, effective

1. Beginning January 1, 1995, Approved and Senior Judges
are required to become Associate or Regular Members
of AMHA at the time of renewal in order to maintain
their judge’s card. Renewals will be from January 1 until
December 31 of each year. Such membership is required
in order to appear in the Miniature Horse World. New
applicants must apply for the appropriate membership
classification in order to be approved. AMHA’s initiation
fee to be waived for Associate membership only.

2. Applicants must complete all phases of the established
procedures of the LOC committee. Such procedures are
available from the LOC Coordinator in the AMHA office.
B. Applications
1. The Committee or approved designee will carefully
review all applications, correspond with references,
receive the fee, and consider any other relevant
information submitted to the Committee. The
Committee may, at its discretion, refuse to renew a
judge’s card at its expiration. In such instances, the fee
will be refunded to the applicant.
C. Hearings
1. Any person whose application for enrollment, renewal
or promotion has been denied, may request a hearing
of the Licensed Officials Committee to review the
decision. The request must be made in writing and
mailed to the AMHA office within 30 days from the
receipt of the decision sought to be reviewed. A nonrefundable fee of $50.00 (payable to the American
Miniature Horse Assn.) must accompany the request
for hearing.
2. The hearing shall be held after ten (10) days written
notice to all concerned parties. The notice shall contain
a brief statement of the facts supporting the position of
the Committee, and shall specify the time and place at
which the hearing is to be held. The person requesting
the hearing may bring witnesses, sworn statements or
other evidence in his behalf. Upon the written request
