TEENAGE SWIMMER DIES AT 10TH STREET BEACH

OC Lifeguards recovered a female swimmer ’ s body from the ocean approximately 100 yards offshore of Lighthouse Cove , by Thousand Steps Beach , on Wednesday , Oct . 5 . after reports of a beachgoer missing in the water .
The Orange County Coroner identified the victim as 16-year-old Juliet Jung of Los Angeles .
After observers saw Jung struggling close to another swimmer , emergency responders were dispatched to 10th Street Beach at 4:47 p . m . and arrived shortly after . Lifeguards were able to save one swimmer . An extensive search for Jung , which included Laguna Beach Lifeguards , OC Lifeguards and dive teams , lasted for more than an hour before lifeguards located her .

After five years in the making , Laguna Beach Artist Jorg Dubin recently completed a dramatic , 60-foot public sculpture installed outside Irvine ’ s Skyloft apartments . Aptly named “ Mercury Falling ,” the project hopes to share an environmental message about climate change .
Fabricated from 316L mirror-polished stainless steel , “ Mercury Falling ” depicts pooling liquid mercury spilling from the roof of the building to the ground with a splash .
“ As the building architecture is quite contemporary and hard-edged , the need for something more organic that would act as a foil against the angular building and bring some needed softness as it reflected nature and the surrounding sky ,” said Dubin . “ Mercury Falling was a result of many design iterations . It is also a metaphor for the hope that humans will act on climate change so that the ‘ mercury ’ will ‘ fall ’ as temperatures cool .”
Department helicopter and harbor patrol boats were also on the scene to assist the call for help .
“ We utilized the helicopter and boats to respond to the call for help ,” Orange County Sheriff ’ s Department spokesperson Todd Hilton said .
Lifeguards rescued Jung at 6:20 p . m . The victim was pronounced dead on-scene by paramedics at 6:21 p . m .

Housing & Human Services Committee ADU Workshop is a Hit with Homeowners

The City of Laguna Beach ’ s Housing and Human Services Committee and the Susi Q presented an Accessory Dwelling Unit ( ADU ) workshop on Sept . 19 . The informative session drew a capacity crowd of more than 100 at the senior center and an online audience of 40 . The City of Laguna Beach has added a Link to the video recording and presentation slides on its ADU web page .
The free workshop provided a practical introduction to the reasons , benefits , and challenges of creating an ADU , types of options , costs and financial benefits , steps for creating one , and permitting an unpermitted unit .
The presentation was given by a panel of experts , with the program ’ s second hour devoted to answering attendees ’ questions .
“ Since 2020 , the city has seen 173 ADU applications and 38 completions . The number of applications so far this year is double what it was for the same period in 2020 ,” said Cody Engle , ADU Subcommittee chair . “ We encourage residents to go online to review the abundance of ADU information .”
