In his years of service to the citizens of Michigan and
Oakland County, Bill Bullard, Jr. has been a leader in the
fight for common-sense government, balanced budgets
and the elimination of unfair taxes.
Prior to his December 2010 appointment as Oakland
County Clerk/Register of Deeds, Mr. Bullard served as
chairman of the Oakland County Board of Commissioners
for the previous six years. Under his leadership, the Board
successfully adopted a balanced budget each of those
years. In fact, Oakland County is the only government in
the United States with a balanced three-year budget.
Mr. Bullard, an attorney, served in both the state House
(1982-1996) and state Senate (1996-2002). As chairperson
of the House Taxation Committee in 1993, he convened a
bipartisan group of lawmakers to explore ways to cut taxes
and finance schools – an idea which later became known
as Proposal A.
As a lawmaker, Mr. Bullard sponsored more than 170
bills, including successful efforts to repeal Michigan’s
Inheritance Tax, tax reductions for both small and large
businesses to encourage job growth and a reduction in the
state income tax.
As an Oakland County Commissioner, Mr. Bullard
supported adoption of Health Care Savings Accounts
for new employees, the full funding of Oakland County’s
obligation for retiree health care and efforts to address
overcrowding at the Oakland County Jail.
Mr. Bullard also served citizens at the local level as both
a Highland Township trustee and the Highland Township
supervisor.
