Clement Mesavage

Clement Mesavage Jr . passed away at his home in Rockville , Virginia , on Sunday , Feb . 28 ( 2021 ).
He was born on Oct . 25 , 1951 , in Springfield , Missouri , to Anna and Clement Mesavage Sr .
Clement was a proud father to his daughter , Ann , and son-in-law , Kyle , of Maplewood , New Jersey .
With his daughter he shared an avid interest in caring and showing Tennessee Walking Horses . He was ever perfecting his collection of classic rock songs and listening to his favorite station SiriusXM Channel 27 “ Deep Tracks .” Remaining true to his roots , he made several visits each year to Arkansas to spend time with boyhood classmates , fish and enjoy the Ozarks .
Clement grew up in Harrison and graduated from Harrison High School .
He started doing science projects in the 7th grade where he won state and national awards . Additionally , he was a member of the PGA Youth tour as an avid golfer .
He was accepted to Purdue University where he received a bachelors in Interdisciplinary engineering . Shortly after , he began work with Bechtel , the largest engineering company in the world , located in California . He applied his air and water pollution engineering expertise at utility power plants and military bases in Arizona and California . Concurrently he pursued his Master ’ s Degree in Public Administration at University of Southern California .
With his experience in handling various environmental emergencies he was instrumental in developing the California Hazardous Pipeline Safety Act . During this process , Clement was invited to study at Massachusetts Institute of Technology where he ultimately received a Master ’ s in Civil Engineering .
He then focused his efforts becoming an expert in all aspects of the midstream oil and chemical industry . Clement worked for GATX Terminal Corp as their manager of environmental affairs and later served as the national director for the Independent Liquid Terminals Association ( ILTA ) the largest trade association in this field in Washington , D . C . He also was an active member of the National Institute for Storage Tank Management ( NISTM ), appointed to several educational and policy committees .
Additionally , he founded two of his own companies , Think Tank Resources and Midstream Farms . At the time of his death he was a project director and consultant for SCS Engineers at their Midlothian , Virginia office .
Following the Sept . 11 terrorist attacks , the US Department of Homeland Security tapped him to provide vulnerability assessments for more than 1,000 petroleum terminals and pipelines , protecting the nation ’ s infrastructure . Later , Clement was retained by the United States Department of Justice in cases supporting the Environmental Protection Agency . Clement also worked internationally developing emergency response plans for PetroChina , Asia ’ s largest oil and gas producer .
His extensive background continues to serve even today , with current safety laws , regulations , and model EPA codes . Overall , Clement had more than 40 years of experience in the field of environmental engineering and was continuously named on the “ Who ’ s Who ” list of annual published environmental expert witnesses .
Clement loved spending time outdoors and made trips each year to fish and camp in West Virginia with his daughter . He also enjoyed watching college football and attended the Rose Bowl in 2009 to see Penn State play his alma mater USC .
Later in life , he became an avid horse enthusiast and won the National Walking Horse Association Championship with his beloved horse , “ Rock a Boy Bob .” He enjoyed promoting the breed and was an advocate for humane training techniques .
He was a die-hard lover of classic rock and spent decades compiling a list of hundreds of songs from his favorite artists . He traveled with his daughter to The Rock and Roll Hall of Fame in Cleveland , Ohio , to honor his favorite artist and band , Jim Morrison and The Doors .
Later in life , he simply enjoyed nature at his home in central Virginia . He also made several trips a year to the Ozarks enjoying his second home , Bear Creek Cabins in St . Joe .
Always treasuring family , he made an annual trip to Terre Haute , Indiana , catching up with his four nieces and nephews . He was an active parishioner at our Lady of Lourdes in Henrico , Virginia , and the Monastery of Monte Maria Rockville , Virginia .
He is survived by daughter , Ann Church , of Maplewood , New Jersey ; sister , Jean Boone ( Dalvin ) of Terre Haute , Indiana ; and nephews and nieces Michael , Stephen , Cathi Beck , and Lori Nutt .
The family suggests memorials be made to the Purdue College of Engineering or Harrison High School in Clement ’ s name .
