NUCA of Florida opposes this legislation as prime contractors may be required to pay subcontractors prior to receiving payment from the state. Additional costs for twice monthly payments may be incurred by the contractor who may pass these costs onto the state through the overall costs of the project. Other objectionable sections of the bill would raise the threshold for projects that would not be required to be bonded to $500,000 and mandate a 35% small business participation requirement which we believe is unattainable.
