The bills revise the procedures a person must follow to obtain public records from a contractor that is acting on behalf of a public agency. Florida law subjects anyone contracting with a governmental entity to be subject to the public records law requirements. Over the past few years, there have been several examples of lawsuits predicated on the failure of a contractor to provide records in response to a public records request, but in reality were attempts to collect attorney fees.
