1. Superannuation
• Revising upwards to $50,000 per annum the amount
people can contribute to superannuation under
concessional tax arrangements and to permanently
indexing that new cap;
• rogressively increasing the compulsory employer

superannuation guarantee from 12 per cent to 15
per cent; and
Pre-Election Document Presented to
Federal Politicians
In February this year, the Police Federation of Australia
(PFA) Executive met with the then Prime Minister Julia
Gillard, the Leader of the Opposition Tony Abbott and the
Leader of the Greens Senator Christine Milne. As a result,
we have produced a pre-election document on behalf
of our 57,000 members, which has been presented to all
major political parties. The document is titled 2013-2016
National Leadership for a Safer Australia.
This is the third time that the PFA has produced such
a document. In 2007 we produced ‘Law and Order in
Australia – Policies for the Future’ and in 2010 ‘Creating
a Safer Australia – Police Federation of Australia’s Plan
2010–13’. As a result of both of those documents, we
received responses from all major parties which we posted
on our website and in police journals across the country.
We intend to do likewise in 2013.
The document identifies 17 key priorities for our
members for the years ahead. The priorities are not
listed in any particular order and cover matters like
powers to get on top of serious and organised crime,
how to improve Police health and safety at work, next
steps in improving superannuation savings, through to
measures to address alcohol-related violence around
night-time entertainment venues.
PFA President Vince Kelly said: “The priorities were
unanimously endorsed by the PFA Executive, the
Presidents of every Police association/union in Australia.
We are asking all major political parties to advise us
where they stand on these issues of national concern
and before the election we will publish the responses we
receive so that Police Officers and their families can take
into account the party’s considered positions as they
weigh up their voting intentions.”

PFA and interested state and territory governments,
a 20-year Police Officer disengagement scheme.
2. The Police Profession
• commitment to support and provide seed

funding for the establishment of a National Police
Registration Scheme as a collaborative effort
between the Australian Government, the PFA and
state and territory jurisdictions; and
• commitment to ensure that Police powers are not

extended to non-sworn personnel and are reserved
for sworn Police Officers who are subjected to the
appropriate oversight and controls.
3. IR Issues
• commitment to dialogue with the Minister for

Industrial Relations in relation to:
– Ensuring, that in respect to Police in the Federal
IR system, that the Commonwealth meets its
international obligations including adherence to
ILO conventions to which it is a signatory;
– To amend Section 176(1)(c) of the Fair Work Act
2009 to ensure that the Registered Organisation
is the sole Bargaining Agent and other Bargaining
Representatives are not able to b
