Association Delegates from across the Territory met together at the three-day Annual
Conference in Darwin in August. Much of the conference was taken up with planning the
strategic direction for the Association over the coming 12 months and discussing major
issues affecting police members.
The first day was dedicated to Consent Agreement
2014. Delegates received an international perspective
on police wage negotiations and were given time to
discuss the Territory situation in workshops facilitated by
communications consultant Jane Munday from Michels
Warren Munday.
Times are tough and the negotiations for the
upcoming Consent Agreement 2014 will be held in an
environment of a government policy of wage increases
of 3 per cent, inclusive of allowance adjustments. To
understand that environment it is important that all
members understand the government’s fiscal policy.
John Montague, the Commission for Superannuation
outlined the state of the Northern Territory economy to
members. He said that the Territory is heading towards
a $5.5 billion deficit. “In an effort to live within its means,
the government will focus on reducing expenditure. The
government has to find savings wherever it can,” he says.
Addressing the delegates before conducting the
workshops, President Vince Kelly stressed the government
wages policy will be capped at three per cent and that
three per cent will include adjustment to allowances.
“Any adjustment to an allowance will come off the three
per cent. This is why it is important to keep the housing
allowance separated from any wage negotiations,” he said.

communicating with the members is absolutely crucial”,
explained Jane Munday.
Ron DeLord, an expert on police unions in the US and
Canada and an experienced police contract negotiator
outlined the current erosion of conditions faced by police.
He explained that in the US and UK police were being
replaced by private contractors in more and more areas.
