Victor R . McCrary is currently the Vice President for Research and Economic Development at Morgan State University , Baltimore , MD . He is a change agent and “ serial innovator ” responsible for developing a comprehensive research strategy for the University including fostering cross disciplinary research , expanding its research programs via external partnerships , increasing the University ’ s intellectual property portfolio , and positioning Morgan State University as a catalyst for economic growth and vitality for Baltimore and the State of Maryland . Prior to joining Morgan State University , Dr . McCrary was the Business Area Executive for Science & Technology at the Johns Hopkins University Applied Physics Laboratory ( APL ), where he developed the overall technology investment strategies and funded over $ 60M in cutting edge research projects targeted to the Department of Defense including detection technologies , autonomous systems , cognitive engineering , advance materials , and biologically-related technologies during his tenure in this position .
From 1995-2003 , Dr . McCrary was at the National Institute of Standards & Technology ( NIST ) where he initiated and oversaw research into convergent information systems emphasizing standards and interoperability protocols for the exchange , storage , and manifestation of digital content . Dr . McCrary organized the world ’ s first conference on electronic books in 1998 . He also was part of the Advanced Technology Program which provided funding to American industry to take early stage technologies to prototype development .
He was a post-doctoral staff member at AT & T Bell Laboratories , Murray Hill , from 1985-1987 , and then became a permanent Member of Technical Staff from 1987-1995 . He received an Executive Masters of Science & Engineering from the University of Pennsylvania in May 1995 . From 1995-2013 , he was an adjunct lecturer on the subject of technical executive leadership in the Executive Masters of Technology Management Program at the University of Pennsylvania .
Victor has authored or co-authored over 60 technical papers in refereed journals and co-edited two books . Dr . McCrary is blessed to have received a number of honors and awards during his career including : Most Promising Black Engineer in 1990 ; the co-recipient of the Gold Medal from the U . S . Department of Commerce , for his facilitation of standards for the e-book industry , and the development of a Braille reader for e-books in 2000 ; the 2002 Percy Julian Award from the National Organization for the Professional Advancement of Black Chemists and Chemical Engineers ( NOBCCHE ), the organization ’ s highest honor , for lifetime achievement in research in science and engineering ; in 2005 , he was featured in Science Spectrum Magazine as one of the Top 50 Minorities in Science ; Dr . McCrary was elected to the 2007 DVD Hall of Fame by the DVD Association . In 2014 , Dr . McCrary was selected as a Fellow of the American Chemical Society , and 2015 received the Alumni Award for Research Excellence from The Catholic University of America . He serves on numerous boards and committees including the subcommittee for the U . S . Air Force Institute of Technology ( AFIT ), the Intelligence Science and Technology Experts Group of the National Academies of Science , Engineering and Medicine , and the PubMed Central National Advisory Committee for the National Institutes of Health .
Dr . McCrary served as National President of NOBCChE from 2007-2013 . The organization is dedicated towards developing and promoting students and professionals in the science , technology , engineering , and mathematics . In 2011 , he was honored as Scientist of the Year by the BEYA-STEM Conference in Washington , D . C . In 2012 , he led the effort to establish the Coalition of Hispanic , African , and Native Americans for the Next Generation of Engineers and Scientists ( CHANGES ). His view on life is simple , “ concentrate more on doing the right things than on doing things right !” He enjoys spending time with his wife Mercedes , and their two children , Francesca and Maximilian .
