• Require use of the CAQH system for credentialing .
• Require insurers to notify applicants within a reasonable timeframe when an application is incomplete , and more information is needed .
• Limit the credentialing period to 60 days for complete applications .
• Streamline the process for health practitioners practicing in multiple locations .
The clock ran out before we could move HB 2613 for a vote , but this legislation remains part of PDA ’ s advocacy agenda and it will be reintroduced next session .
Venue shopping
In August , the Pennsylvania State Supreme Court unexpectedly eliminated a decades old ruling that prevented personal injury lawyers from litigating medical liability claims from the counties in which the incident occurred to counties that have histories of higher payouts — a practice commonly referred to as “ venue shopping .”
PDA ’ s position is that this reversal in policy is harmful to the provider community and for patients . Allowing “ venue shopping ” will result in an increase in liability premiums for providers , which will ultimately increase health care costs for patients . Prohibiting venue shopping in 2002 stabilized the medical liability market and there is insufficient data to warrant a rescission of this policy . This rule change would adversely impact all health care providers , including dentists , and will ultimately hinder patients ’ ability to access timely care when providers relocate to states with better practice environments .
PDA is part of a stakeholder community advocating to keep in place the 2002 policy that prevents venue shopping , with the hope that the legislature and Administration will take the necessary action .
