At each of our three major
tournaments in 2016 thus far I
have been asked what is
happening with the USGA
“membership engagement”
initiative. For those who did not
attend an area workshop in
February, USGA announced last
September that, in connection
with its development of a single
worldwide handicap system that
it expected to have in place by
January 1, 2018, it would reduce
by about half the number of state
and regional golf associations
with whom it provides handicap
services. Only associations that
include men, women and juniors
who play with clubs at both public
and private courses could qualify
as USGA partners, and only one
such association for each
geographic area would be
selected as a partner. PWGA and
other women-only associations as
they are currently configured do
not qualify for partnership status
under that definition.
One of the options we are
exploring is forming a new
umbrella association that
would include the six other
women’s golf associations in
California, plus one in
Northern Nevada. The
association would admit men
as paid members, and offer
free memberships to juniors.

come from USGA through a
partnership with the central
organization, while the
underlying associations
would continue to provide
