Funded by the U . S . Small Business Administration ’ s State Trade Expansion Program ( STEP ), the Export Vouchers provide direct cash assistance to qualified small businesses looking to expand in foreign markets . These vouchers reimburse eligible export expenses up to $ 10,000 , depending on the activity . STEP is funded in part through a Cooperative Agreement with the U . S . Small Business Administration .
