Functional program
The functional program presented in the current coniguration of the Master Plan represents one possible vision of the Noah Ethnographic District .
As indicated in the brief , the proposal envisions an urban development as a natural extension of the existing Dalma Shopping mall , in order to capitalize and extend the existing low of visitors .
Buildings are currently designed to be 2-3 storey-height for a total Gross Floor Area of around 90.000 square meters ( see table ). The lexible coniguration of the scheme allows to adjust and adapt the current total area to future requirements or speciic needs .
The current coniguration represents a mix-use program , mainly focused on commercial and retail activities integrated with residential functions and semi-agricultural areas .
In addition to residential , we would consider artisanal production and agriculture as elements of the program to be further investigated , in order to bring active functions and possibly generate jobs .
At this concept stage , we envisage that workshops for gourmet regional food and for artisanal art will animate the streets and the upper loor , becoming places for production , education , entertainment as part of the main visitor ’ s experience .
Food is certainly one of the key elements of the functional program as one important element of Armenian culture . Restaurants , bars , cafeterias as well as farming and light production on site could be the main attractive and valuable activities of the District . Vineyards could be located in the green park , small winery pavilions could serve to sell products and work as education or training centers .
Public buildings and functions such as museums or art exhibitions are envisaged to be located around Tolerance Square .
The optioneering to ind a inancially sustainable balance between possible land uses will be developed in the next stages , when a deeper analysis of the local market could be properly evaluated .

At this very preliminary stage of the project ( vision concept masterplan ), a possible cost for the whole development is foreseen between 80 and 120 mln Euros .
The reliability of this high level estimate is related to the degree of development of the design . The oscillation may be in the range of +/ - 20 %
This range of costs excludes :
- Remediation works of the areas subject to intervention ( eg . asbestos and other harmful materials , etc .);
- VAT and other taxes ;
FUNCTION - BUILDINGS
- Materials and furnishing items ; - Charges due to the phasing out of time ; - Completion and setup of commercial surfaces .
