PBA Attorney Robert Fagella talked about “Grievance Arbitration and Unfair Labor Practices.” foreign language, and fears getting involved: “There’s no such thing as a stupid question. As cliché as it is, it’s critically important when you’re talking about negotiations or when you’re talking about internal affairs situations; you need to know the law and how to handle yourselves within that venue and you have to be prepared for that.
