thal blast effect reflecting down a corridor. If the building
consists of a single level, then an option would be for those
classrooms to evacuate through a window.
See flow chart of decision tree on page 72, which illustrates
the bomb threat response process.
Summary
The purpose of this article is to generate awareness among
law enforcement as to the new standard response proce-
dures for school bomb threats. As previously mentioned,
many schools have been trained on these practices and have
implemented them as part of their response procedures.
Mandatory evacuations are no longer safe or accepted
procedures. The transition away from mandatory evacua-
tions has been made even more relevant by the most recent
trend in terrorist tactics of using motor vehicles as a weapon
to targets crowds. Evacuating students from a safe, fortified
structure such as a school exposes them to that threat.
Threat assessment is a process which professionalizes a
response to bomb threats. It wrestles control away from the
perpetrator. It also minimizes the loss of valuable instruction
time for educators, along with the strain on first response re-
sources.
Training courses on school bomb threat assessment and
response are offered periodically throughout the year by the
NJDOE and NJSP Bomb Unit. Additional training on this
topic is offered through New Mexico Tech accessible via the
following link: http://www.emrtc.nmt.edu/training/upsbi.
