39th Annual NAPO Conference
Ready to serve
Kovar re-elected to NAPO Executive Board
When Marc Kovar manned the kitchen and helped serve
food at the NJ State PBA Christmas party some five years ago,
he probably never imagined ascending to the lofty position of
Executive Vice President. Or higher.
Thing is, Kovar was never really concerned about what posi-
tion he served in – only that he was serving.
And even though he was re-elected to his second term as a
member of the National Association of Police Organizations
(NAPO) Executive Board on July 23, Kovar still goes about his
service with the same vim and vigor that he brought to the
Christmas party.
Perhaps it was only appropriate that when NJSPBA Presi-
dent Pat Colligan nominated Kovar for re-election as NAPO
Sergeant-at-Arms, one of its five executive board members, he
submitted:
“It would be my honor to nominate my executive vice presi-
dent and a truly loyal soldier.”
Kovar’s nomination was greeted with an enduring applause
and no other nominations for the position. His candidacy un-
opposed, Kovar was sworn in to serve the nearly 250,000 law
enforcement officers who are NAPO members.
He joins other members of the NAPO Executive Board
who were also re-elected: Jersey City native Mick McHale of
the Southwest Florida PBA as president; Vice-President John
Flynn of the Patrolmen’s Benevolent Association of New York
NJ State PBA Executive Vice President Marc Kovar takes the oath of office
as NAPO Sergeant-at-Arms and joins members of the executive board
with New York State Supreme Court Justice Gregory Lasak who conducted
searing in of the officers.
City; Recording Secretary Todd Harrison of the Combined Law
Enforcement Associations of Texas; and Executive Secretary
Craig Lally of the Los Angeles Police Protective League. New
members elected to the board included Treasurer Scott Hovse-
pian of the Massachusetts Coalition of Police and Mark Young
of Detroit Police Lieutenants and Sergeants Association as Vice
President at Large for Associate Members.
“It’s a high honor to be one of five elected officers repre-
senting, and I ’m thankful to all the member organizations’
delegates for having the faith to re-elect me for another term,”
Kovar said. “I’m also grateful to President Colligan to have the
faith and courage to let me represent New Jersey and the rest of
the country.” d
